Overview of Week 2:
This second week of session focused around the FY 2011 state budget as an immediate priority Both the Senate and House Transportation and Economic Development committees presented the first drafts of their budget proposals. Space Florida will continue to educate the legislature on how critically important it is to fund the aerospace industry at this point in time.
While this was clearly the priority in week two, key legislation to the aerospace industry, and economic development in general, passed through committees of reference. Senator Haridopolos, Representatives Poppell, Crisafulli, and Plakon all had legislation important to the aerospace industry pass their respective committees this past week.
Detailed below is additional information on the legislation that had action taken on it in this past week:
HB969 – Legislation altering the 2008 Infrastructure Appropriation— Representative Crisafulli sponsor
After passing the House Transportation and Economic Development Appropriations committee during week one, this bill was withdrawn from its next committee of reference and is now on the floor of the House waiting to be taken up.
SB1178 – Cost and Benefit Analysis— Incoming Senate President Haridopolos
SB1178: Passed unanimously in the Senate Ways and Means committee. This bill now goes to the Senate Rules committee to be heard.
HB121 – Cost and Benefit Analysis—Representatives Poppell, Crisafulli and Hudson
HB121: Passed the House Finance and Tax Council unanimously. This legislation will now go to the House Transportation and Economic Development Appropriations committee.
HB607 – Research and Development Tax Credits
Sponsored by Representative Plakon, this tax credit legislation was heard and passed unanimously in the House
Economic Development Policy committee.
Other Priority Legislation:
- Space Transition And Revitalization Act (STAR): SB2500—Senator Altman; HB 1389 Representative Crisafulli
- Commercial Launch Zone (CLZ): SB 1188—Senator Altman; HB 133—Representative Poppell
Both STAR and CLZ legislation are priorities of Space Florida for the state’s space industry economic development will likely be heard by the Revenue Estimating Conference on Friday March 19.
Space Florida released the results of its research on the Economic Impact of Space in Florida. The county by county data is available on the www.spaceflorida.gov website under the Legislative tab.
Florida’s $20B Economic Impact from space-based activity includes $8B of investment in space
activity and represents ONLY 3% of the global space activity. 97% of the global space activity is
Florida’s market opportunity.
